毎日新聞社説 社説：モスクワ連続テロ 憎しみ和らげる努力を - 毎日ｊｐ(毎日新聞)

　プーチン氏はモスクワの地下鉄爆破を受けて「テロリストは抹殺される」と語った。しかし過激な掃討作戦で一般住民に被害が出れば、憎しみは増幅する。逆に、住民の不満が強い貧困、失業、汚職などを改善すれば、生活向上や平和への希望が強まり、過激派のスカウトに応じてテロ実行犯になる人々も減るだろう。そんな方向での努力を期待したい。
