　この予算案では、本当に必要としている層に予算が割り当てられていないという面も大きい。例えば、月1万3000円の子供手当てには所得制限がない。しかもデフレに見舞われている日本で現金を配ることが経済活動につながるのかどうかは明らかでなく、資金は投資に回すよりも貯蓄した方が合理的だ。

The budget also does little to target spending to parties who might need it more than others. The \13,000 monthly allowance for parents, for instance, isn't income-tested. Nor is it clear that increasing cash handouts will generate economic activity when the country is in the grip of deflation, and it makes more sense to hoard capital than to invest it.
