Spain's false dawn (Telegraphe 17/03/2004)

This is no way to treat Spain's Nato allies - allies whose intelligence his countrymen will need if they are to prevent a repetition of last week's attacks. A premature withdrawal from Iraq would make Europe more, not less, vulnerable to attack. Even Mr Zapatero can surely see that al-Qa'eda must be laughing at this unedifying spectacle. For them, Europeans are all "crusaders"; the Iraq war is irrelevant. After Madrid, even countries that opposed the war, such as France, are stepping up security. The German interior minister, Otto Schily, is worried enough to have called for an urgent security summit.
